The future railroad planning network in Southeast Asia

☀ A populous country in Southeast Asia, with stable domestic political situation and increasing infrastructure investment. The implementation of The Regional Comprehensive Economic Partnership (RCEP) further promotes trade and investment.

Indonesia is an important economic powerhouse in Asia and a member of both ASEAN and the G20. With a population of 270 million (including over 20 million overseas Chinese), Indonesia is the fourth most populous country in the world, with tremendous market potential. In recent years, the country has enjoyed political stability, ethnic harmony, and strong economic recovery. In 2022, Indonesia’s GDP reached nearly $1.32 trillion, growing by 5.31% compared to the previous year, marking the highest growth rate in nine years. Per capita income has risen to $4,783.9.

The funding requirement for Indonesia’s infrastructure development plan from 2020 to 2024 is $450 billion, with 42% of this funding gap (approximately $190 billion) to be financed through cooperation with domestic and international capital. China has been the largest trading partner of ASEAN since 2009. In January 2010, the China-ASEAN Free Trade Area was fully established. On January 1, 2022, the Regional Comprehensive Economic Partnership (RCEP) officially took effect. Chinese enterprises enjoy zero tariffs when entering the ASEAN market, and as the largest economy in ASEAN, Indonesia is the preferred choice for Chinese companies to expand into the ASEAN market.

☀ Indonesia has unveiled its National Railway Master Plan 2030, with a massive investment of billions of dollars sparking the rail transportation market.

The Indonesian government emphasizes the importance of integrating urban transportation systems with spatial planning. The country needs multimodal and seamless connectivity, including metro systems, light rail, electric railways, rapid bus transit systems, and other modes of transport. These measures will greatly alleviate congestion in major cities such as Jakarta, Surabaya, Medan, Bandung, and their surrounding areas.

Indonesia’s national rail transit projects under construction and pending

Urban Rail Transit Market:

It is projected that by 2030, the Greater Jakarta area (Jabodetabek) will invest up to 571 trillion Indonesian Rupiah (approximately 40.12 billion US dollars) in infrastructure development projects. The Jakarta MRT (Mass Rapid Transit) system, currently spanning 16 kilometers, will expand to 223 kilometers. The Jakarta LRT (Light Rail Transit) system, currently covering 5.8 kilometers, will extend to 116 kilometers. The Bus Rapid Transit (BRT) network will expand from covering 431 kilometers to 2,149 kilometers. The Jabodetabek LRT will commence operations in July 2023.

Railroad Market:

According to the Indonesian Ministry of Transportation’s ” Indonesia National Railway Master Plan 2030,” the Indonesian railway projects will implement investments exceeding $88.16 billion by 2030. This substantial fund will be used for constructing light rail systems (in Jakarta, Bogor, Depok, Tangerang, and Bekasi), metro systems, high-speed railways (between Bogor and Surabaya), and a 3,258-kilometer railway network in strategic areas, increasing the number of trains and building new stations. The Indonesian government aims to triple the length of the national railway network through the National Railway Master Plan (RIPNAS), with an expected 11-13% increase in the number of passengers nationwide.

The 2030 National Railway Master Plan covers the Railway development of Sumatra Island, Kalimantan Island, Sulawesi Island, Papua Island, as well as the development of Java Island and Bali Island. It includes the construction of freight and passenger railway markets, with a planned urban railway network of 3800 kilometers. The plan involves 2,839 passenger vehicles, 34,178 passenger carriages, 2475 freight locomotives, and 48,364 freight carriages.

☀ Iconic Projects of Chinese Enterprises - Jakarta-Bandung High-Speed Railway is scheduled to commence operations in August 2023.

The latest progress in the Indonesian railway project comes from the Jakarta-Bandung High-Speed Railway, which spans approximately 142.3 kilometers in length. The Jakarta-Bandung High-Speed Railway is expected to commence operations in August 2023.

2023 ASEAN International Railway Conference

To implement the national strategy of “going global” with high-speed rail technology, the ” The Asian Railway and Urban Rail Transit Summit “, jointly organized by the Ministry of Transportation of Indonesia, Shanghai Council for the Promotion of International Trade, and China Local Railway Association, will be grandly held in Indonesia on 19-21, October 2023.

This summit will invite more than 1,000 domestic and foreign railway and urban rail transit industry operators, technology service providers, equipment suppliers, engineering contractors, research institutions/associations/colleges, experts, and scholars in the fields of law/insurance/audit, certification/consulting, etc. The summit will focus on ASEAN countries such as Indonesia, Thailand, Malaysia, Vietnam, and the Philippines where rail transit is developing rapidly. It will discuss and exchange ideas about new challenges, new technologies, and new opportunities for Chinese enterprises brought by the national strategies of “going global” with high-speed rail technology, as well as the intelligence, standardization, geographical limitations, project management, talent cultivation, and other aspects of international rail transit projects.
